With reference to my despatches of September
9th, and October 14th, last, on the subject of the Customs
Agreement which has been in negotiation between Your
Excellency's Government and the Government of China, I have
received a letter from the Inspector General of Custome inform
-ing me that the Cabinet now appears willing to authorize the
signature of the Agreement; but that, in expressing their
willingness to sanction the withdrawal of the changes which
have been urged by various Departments of the Government, they
have stipulated that three provisions relating to Inland
Waters Navigation shall be recorded by an exchange of notes.
The terms these 3 provisions refer specially to Article 5 (a)
of the Agreement, and are shown on the attached paper.
The provisions amount merely to an explanation
of the precedure in force under Treaty in China for the "steam
launches duly registered by the Chinese Maritime Customs under
the Inland Waters Steam Navigation Regulations" referred to in
the text Articles. They do not affect the sense of the Agree-
-ment in any way and their insertion is intended to save the
face of the would-be amendera. I am therefore informing the
Inspector General that there appears to be no objection to
their incorporation in notes to be exchanged on the signature
of the Agreement, subject of course to your approval.

In a telegram from Hongkong dated December
20th. last, reference was made to letter which was being
addressed to me in regard to a proposal to amend Article
2 of the Agreement, but no letter on the subject has actually
reached me. Am I correct in assuming that Your Excellency's
Government does not propose to proceed further in that matter
